Frankly, I think otftotfm is the most important part of lcdf-typetools, so a higher severity might be appropriate; unfortunately, it is not easily solved. pltotf is part of tetex-bin (and ptex-bin), which of course collides with TeXlive. IOW: the dependency cannot be satisfied with TeXlive.
