Dependencies are confused -- it Suggests: httpd, but with thttpd
(which provides httpd as well) it doesn't work, because thttpd
doesn't follow symlinks, so there is no way how to symlink
/usr/share/doc to /var/www/doc so that thttpd would read it. I am
not sure whether it is bug in dhelp or thttpd, but you should
aware of it (and maybe Suggest explicitly only http servers which
are known to work with dhelp?).

Best,

Matěj
