Bug#389828: Please include the mk/ files in ghc6

One I encountered was XHTML: http://www.cs.chalmers.se/~bringert/darcs/haskell-xhtml/doc/.  It does 'include $(TOP)/mk/boilerplate.mk' at the top of its Makefile.
