/etc/init.d/networking exists but there are no links in rc0.d nor in any
other rc?.d.

I did a "apt-get --reinstall install netbase" and now I have

% ls /etc/*/*networking*
/etc/init.d/networking    /etc/rc6.d/S35networking
/etc/rc0.d/S35networking  /etc/rcS.d/S40networking

and after a reboot lo is running.

udev does not control the loopback interface.

I cannot imagine who removed /etc/rc?.d/*networking. It happened about
the time I first installed udev (I have been running "ifup lo" by hand
for a couple of weeks).
