I just built the trac package from a combination of:
a) the official 0.10 release tarball
(http://ftp.edgewall.com/pub/trac/trac-0.10.tar.gz)
b) the beta1 diff.gz in experimental (0.10~b1-1)
(ftp://ftp.debian.org/debian/pool/main/t/trac/trac_0.10~b1-1.diff.gz)
the diff applies fine (one inconsequential hunk rejected), the package
builds properly on a mostly-etch system, and i was able to do a clean
install on the same system, and get a trac setup going. So things
look good!
I'm afraid i haven't tried an upgrade from any prior version.
It would be great if this could propagate into unstable soon, so we
have a shot at trac 0.10 in etch!
