The manual page doesn't say so, but the manual in /usr/share/doc confirms that installing Recommended packages is the default. I don't have anything affecting this option in configuration files (if I go into the aptitude GUI, Recommends-Important shows up as true in the preferences). None of the verbose or debug options I could found provided any clue why these packages were not being installed.
