'vim -u /etc/vim/vimrc file:///etc/bash.bashrc' works here.  If that
works and normal 'vim file:///etc/bash.bashrc' doesn't, it's likely a
problem in your ~/.vimrc or ~/.vim/*.  If that doesn't work, could you
purge and reinstall your vim packages to ensure the system-wide config
files are in their correct state?
