Bug#391155: Updated Vietnamese translation

I'm a little confused about this file. I updated the debconf vi.po for D-I Level 5 today, and committed it, but I got a separate email for this file, which looks very much the same.

However, I do keep a separate debconf file in my debconf section, so I saved this here and updated it. I hope it all makes sense.
