The "certain circumstances" in question are if the /usr/share/prc-tools
directory exists, but did not come from the Debian package (either the sarge
or etch version).  Since this would itself appear to almost certainly be an
FHS violation, I don't see any reason to treat this as RC.

There is a chance, of course, that someone may have a /usr/share/prc-tools
directory that's created by some other package not in the Debian archive.
So I agree that the handling of this case is buggy, and it would be far
better to have a preinst that aborts than one that shuffles files around
without warning.
