retitle 391180 ISP in Israel uses NetApp NetCache, and it's unable to serve Proxy requests reliably. What can I do? thanks I'm retitling the bug report accordingly so that others don't get confused about what the problem is.

For '-p 81' Since bugs.debian.org doesn't listen to port 81, it's not any useful. It requires server-side change. I think it should generally be more useful to get your ISP to fix your http proxy.
