I don't know if this is any help at all but ....

Starting from a clean install.

The only difference in /var and /etc that I could find was that before
"fc-cache -f" the  /var/cache/fontconfig had 23 .cache-2 files.
Afterwards the directory was empty.

Copying the files back into the directory makes fc-cache happy again.
