We've just confirmed that #339352 is exactly the same problem. After 
replacing CapsShift by Shift in the keymap file, the shiftkey works fine.

I've also seen that fr-latin9 is the only AT keymap to use CapsShift.

For the graphical installer we will work around this for now by modifying 
the keymap file on the fly.

Google tells me that the function of CapsShift should be:
Mimic typewriter: - a CapsShift key acts like Shift but undoes CapsLock
