The dependency is set by ${shlibs:Depends} because IcePy.so was indeed compiled using libpython2.3.so when multiple python versions are installed. A pbuilder build would not be affected. debian/rules should be modified by appending a PYTHON_VERSION=$(shell pyversions -d) to the DEB_MAKE_INVOKE variable.
A new upstream version with a fixed rules is being built using pbuilder and will be uploaded soon.
