I don't know if there is a way to specify "binaries-only" mirrors in the

libapache-mod-choke - concurrent connections per IP and data transfer rate 
limiter for Apache
libapache-mod-limitipconn - module for Apache which limits simultaneous 
connections per IP
libapache2-mod-cband - An Apache 2 module for bandwidth limiting the webserver

For rsync, see the option :
--bwlimit=KBPS          limit I/O bandwidth; KBytes per second

I fix your entry in the list, but i think the major issue is the fact
that the current architecture of the mirrors list assumes that sources
are mirrored as well :-(
