This has also been reported to the tkcvs project at sourceforge, tkcvs: [ 1226943 ] unable to convert date-time string https://sourceforge.net/tracker/index.php?func=detail&aid=1226943&group_id=3310&atid=103310 where some more or less dirty workarounds are proposed.
