The setting $HOTPLUG_INTERFACES (which causes udev to start ifplugd) is
nowhere explained.

Also ifplugd ist stopped by /lib/udev/ifplugd.agent in every case, when
the deivce is removed, it should do only for devices listed in
$HOTPLUG_INTERFACES.
