As this happens on postrm purge, this isn't even a case of a missing dependency, because a dependency or even a pre-dependency is insufficient. But since update-modules is from module-init-tools, which is of Priority: important, this is also in the same class as ucf or debconf usage in the postrm, which we are considering non-RC for etch.
