022 is the default (/etc/login.defs). I even checked, if there is maybe a problem with my /tmp (so that file-permissions get mangled during copying), but I did not find any problems there. As far as I can say, this issue appeared before Oct 6th. I went offline this day with a broken harddrive and a few days ago I played back my system. Then I saw these file-permissions for a patch I did not touch after Oct 6th. So IMHO this issue appeared before Oct 6th.
