What version did you upgrade from?  What is the output of 
dpkg -l \*clamav\*

The logrotate file should be set up by the clamav-daemon package,
although due to an oversight, it was set up accidentally by clamav-base
in earlier 0.83 versions.  But the previous version in testing was
0.81-2 or so, which is why I am confused.  At any rate, the version that
you have installed should no longer be installing a logrotate file.
