i didn't looked into sox.

however, toc2mp3 needs both, lame.h and the library. both, not even
lame.h are in debian. hence, either bring one or the other into debian
as a dedicated package (including only lame.h in cdrdao will not be
accepted), or provide a patch and we can look into it.

feel free to reopen the bug at any time if you suceeded with the one or
other solution.
