Package: util-linux Version: 2.12r-14 When hwclock.sh was set to 11 (since we need / to be writable for the adjfile), it started causing timestamp errors when checking / on reboot (with S10checkroot.sh). This only affects systems with /usr on a separate partition and is related to bug # 342887. Version 2.12r-13 seems to work ok, but I can understand the problem you face. Although, setting the hwclock after checking / will always cause timestamp errors. The hwclock must be set before any drives can be scanned or else timestamp errors will occur.
