I was just interested in helping confirm the problem is localised to Tk.

in fact,
% offlineimap -u CURSES.BLINKENLIGHTS -d imap -l logfile
fails with:
ERROR: No UIs were found usable!
so I gave up on it; TTY.TTYUI works well enough.
I have
libncurses4 (4.2-10)
libncurses5 (5.4-4)
libncurses5-dev (5.4-4)
installed. Let me know if I should open a separate bug for this.
