Besides the fact that all three are candidates for etch, the release policy specifies: Packages must be supported on as many architectures as is reasonably possible. It seems to me that guile-1.8 isn't 64bit-ready yet. That doesn't make the package per se unusable. This is not a "please stop fixing this bug", but just a "we are not going to pull guile-1.8 from Etch for this reason".
