We'll do that, but I'm not sure about the proper way to implement that (the main maintainer of texlive is on vacation), and we also can't be sure that this gets into etch. For the time being, you can just download dstroke.map from CTAN, install it in /usr/local/share/texmf/fonts/map/dvips/misc/, mktexlsr, create a file /etc/texmf/updmap.d/20local.cfg (or any number, or reuse an existing file) with the line Map dstroke.map (btw, shouldn't this be MixedMap?), run update-updmap and updmap-sys.
