I have the same issue. More info: I have tried manually setting the options in prefs.js, tabextensions.js but the prefs are never loaded when the browser starts.
I have also tried the GUI for setting these options. If I disable the closebox, click "Apply", then select "Show in Any tab Always", click "Apply" -- a distorted closebox icon displays. If I click "Advanced", select "Built-in", "OK", "Apply", "Advanced", "Special Appearance (Winstrip)", "OK","Apply" --> then I can get the closebox to work for that session. But the preferences won't be saved and even when manually added, are not loaded on startup.
