Ok, thanks for bringing up this clearer definition.
So regarding cpulimit we have the case of "although it's a good idea
there's no strict requirement that cpulimit is only run by root,
therefore it technically doesn't belon into /usr/sbin".

Alright, I'll move it to /usr/bin then.
