You must be having some wrong package of ginac-tools.
What's the exact version of your ginac-tools package and where did you
get it from?
Sorry, my english is not good. Simply start aptitude, go into libginac1.3c2a
and try to install it and also recommended ginac-tools.
I just did that.
Lo and behold, ginac-tools depends on libginac1.3c2a, as indeed it should!
