Package: libapache2-mod-fcgid

Justification: breaks unrelated software

Merely enabling the fcgid module causes all Apache children to segfault as soon 
as they start. This started happening when I upgraded from Apache 2.0.x. Here's 
a snippet from the Apache error log, just for fun:
