I wanted to depend on python-dev | python-something-dev, but there's no virtual provide shared by python2.X-dev packages. Since python-gtk2-dev ships header files which could theoritically be different between python versions, it made no particular sense to favor python-dev, so I picked python-all-dev for symmetry.
