Bug#402293: refpolicy: qemu should have execmem permissions

qemu needs execmem permissions, so (I guess that) a file_context like the 
following is necessary:

/usr/bin/qemu   --      system_u:object_r:unconfined_execmem_exec_t

At least that fixed the audit messages for me
