I have filed this as a bug in logrotate, #400198. I have additionally opened exim wishlist item #418 (http://www.exim.org/bugzilla/show_bug.cgi?id=418), where I ask for an exim option to write to a log file to be created. This option could be abused to force exim to generate the log file in a postrotate script. Other than this and listing a manual change to logrotate.d/exim4-base as a possible workaround, I do not plan to do anything more about this.
