http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=296986 is where that bug is better archived. klogctl is a system call. logrotate doesn't use it. What will be happening is that the error message is coming from one of the programs that one of the rotation scripts in /etc/logrotate.d/ is calling. You might like to upgrade to logrotate 3.7.1-2 or later, as that identifies which script caused an error. I think that the problem is probably with syslog-ng.
