For me LC_TIME works too. Maybe read, https://bugzilla.mozilla.org/show_bug.cgi?id=315368 IMO, the unaware user should always have the right LANG setting, because he chooses his language and region during install. If there are region/language settings in desktop environment that are not honoured, maybe those should try to tweak LANG settings for apps launched properly?
