Ok, this bug is very reproduceable: Install sarge and install vim-gtk.
Then point /etc/apt/sources.list to etch.
apt-get install vim-gtk vim
and you get the old vim binary.

I think if you delete /usr/bin/vim before removing the diversion, it
works. I'll test that.

What actually surprises me is that /usr/bin/vim doesn't get removed when
the new vim.gtk is unpacked. Maybe that's a feature to make the time
where the diverted file does not exist by its original name as small as
possible.
