I don't think this helps much. The DFSG are not a license but guidlines
to judge licenses by. It is good that the uploader to CTAN stated that
the license is DFSG free, but one still needs the explicit license.

Some years ago I would have said 'fine'. Nowadays one should be more
careful. Hence an explicit statement by the author which files are
released under which license would be the best thing to have.
