$ chattr +i /var/run/puppetmasterd.pid
$ /etc/init.d/puppetmaster start

...done.
$ ps ax |grep puppetmast
$
The only thing you could possibly have a quibble about is the fact that the
init script doesn't report the problem, but that's a different (minor) bug
(and needs a large chunk of rewiring in the daemon itself to support).
