This is not true.  It is perfectly legal to upload a new package starting
with *-2 or greater.  I have done this recently with a package that I
maintain, called xmds.  If you look at its debian/changelog[1] you will see
that the first official version of the package was 1.5.3-2.  Of course, the
uploader must be careful in calling dpkg-buildpackage with the appropriate
-sa option, such that the original source will be included in the upload.

If you wish to release version 0.10-2 to avoid the problem above, I will
wait until tomorrow before uploading the package to unstable.
