I know it's rather unusual people have that many partitions on one disk. But it forces some kind of IMO unecessary policy onto the user and additionaly the user isn't notified about this behaviour (At least I wasn't). I as a new user to Debian would expect to get all my partitions I see while partitioning the system in the d-i also present in the installed system afterwards.
