It's a bit strange that gnome-screensaver-preferences doesn't run from gnome-terminal. It's worth a shot. Make sure gnome-screensaver is set to use cosmos, then start it from the terminal with --no-daemon --debug. Make sure you get some output from when the screensaver is active.
