I had a Swiss German locale but a German keyboard layout. The Swiss German locale wants a period between Euro and Cent (or better Franken and Rappen) and the Swiss German keyboard layout correctly has the period on the numpad. If you have both the locale and the keyboard configured to plain German everything works with the comma.
