Wrong place. You don't know yet if you need to update the Packages and
Packages.bz2 files. Since that takes quite a while and happens all the
time (every time there is no update, which is a lot for stable or
repeat runs) it would be a big waste.

I have a better patch for this pending with some other changes that
might have to wait till after etch. I have to ask a release manager.
