I need more information about how this situation can occur before I can think about fixing it. The symlink is created only on new installs, and is removed only on purge. If the package is removed, but not purged, and is then reinstalled, then that's not a new install; $2 will be set to the previously installed version of the package, and the symlink will not be made.
