Yes, it should be the default!

According to lynx.cfg it is disabled because:
This feature is experimental because while nl_langinfo(CODESET) itself
is standardized, the return values and their relationship to the locale
value is not. 

Since it works with GNU systems it should be the default (at least in Debian).
I changed the severity to wishlist, nevertheless I hope it's not
ignored.
