The fix for 378189 introduced another bug: jabref, when started without
parameters (which is my standard, as it opens the databases that were in
use last time) always gives a warning:

Sorry, it’s German, but I’m sure you get the idea. Adding "$EXTRA" is
not a good idea when $EXTRA is empty. Why not just use $EXTRA without
the quotes?
