i've noticed a similar problem on fresh installs of apache that don't
have the apache cgi enabled by default. in such cases, the web server
will give out the cgi file by default instead of executing it. did you
by any chance have this problem and then enable cgi? i'm just asking
because in some cases mozilla/firefox/iceweasel will act funny and
continue to try and download the file even after the webserver gets
smarter. in such cases nuking the cache, closing mozilla, and starting
it again seems to fix the problem.

otherwise, i'll need to set aside some time to see if i can reproduce
this. was this from a new install or an upgrade? was apache already
installed (and which version)?
