I removed the libacr38u, libasedrive-usb and libgempc430 packages. After
this, the cardreader indeed does not work anymore without changing a config
file. If I set ifdCapabilities to 0 in /etc/libccid_Info.plist it works
(which you probably know...)

Can't you downgrade the Depends:udev to a Recommends:, and document this
setting in README.Debian ?
