Hm, well, it depends. It is still the default in etch for the purpose of automatically building documentation. After the announcement that it wouldn't be continued we worked hard to make as many add-on packages work with texlive (adding alternative dependencies...) that we didn't think about changing the description of tetex-bin once we knew that we actually can recommend texlive.
