vzctl does not start vz services after installation, so you need to
manually run /etc/init.d/vz start until reboot.

It should be safe and useful to start vz services right after
installation, because vzctl start spits misterious errors if they are
not started (like inability to bind VE network interfaces to the host
interfaces due to some obscure reason).
