The problem with the accents and the inability to add them using the
Linux console has been covered (rather) well in

All in all, there should be a terminal emulator created for the Linux
Framebuffer (either from scratch, or reusing existing terminal
emulators).

Adding accents to the "emergency" console is something out of the
question for the kernel developers, as the Linux console as we currently
have should not even know about Unicode.
