I am experiencing this too, at least with 0.6.15-2. To be
more specific, my eth0 has the autoconfiguration address on
boot. There's no evidence of dhclient having been started
in /var/log/daemon.log, however there is a dhclient running:

# ps -eaf|grep dh
root      3309     1  0 19:14 ?        00:00:00 dhclient3 -pf 
/var/run/dhclient.eth0.pid -lf /var/lib/dhcp3/dhclient.eth0.leases eth0

avahi-daemon utters the following into daemon.log

Feb 21 19:14:30 konishi avahi-daemon[3506]: New relevant interface eth0.IPv4 
for mDNS.
Feb 21 19:14:30 konishi avahi-daemon[3506]: Joining mDNS multicast group on 
interface eth0.IPv4 with address 192.168.123.171.
Feb 21 19:14:30 konishi avahi-daemon[3506]: Network interface enumeration 
completed.
Feb 21 19:14:30 konishi avahi-daemon[3506]: Registering new address record for 
192.168.123.171 on eth0.
Feb 21 19:14:30 konishi avahi-daemon[3506]: Registering HINFO record with 
values 'I686'/'LINUX'.
Feb 21 19:14:31 konishi avahi-daemon[3506]: Server startup complete. Host name 
is konishi.local. Local service cookie is 2983927498.

note that 192.168.123.171 is the IP I usually get from 
DHCP.

I did have zeroconf installed but not avahi-autoipd. I
shall try again with 16-2 and check with and without
zeroconf.
